Progress: more UTF-8 work

Complete more encodings.
From the look of things, most emojis are part of symbols, so no need to check for emojis when already checking for symbols.

Add phonetic.

Progress on emojis will be slow and piecemeal.
Symbols will likely be as bad as emoji.
